Bill 94 (2017) has been deferred in Committee. Meaning it's dead. Bill 110 (2017) is a nearly identical bill that incorporates language from Resolutions 17-276 and 17-198, now that both of them have been adopted.

Bill 110 (2017) – Next public hearing is scheduled at the Committee on Planning on 1/23/2018.

Proposes to give the City time to explore and evaluate the “rapidly increasing rate of development of large detached dwellings” and determine what permanent regulatory controls are necessary and reasonable. 

This bill would set a 2-year moratorium on the issuance of building permits for large homes in residential districts. Adds new definitions to the LUO:
  • “Large detached dwelling” means a dwelling unit with more than ___ bedrooms in each dwelling unit or more than ___ wet bars in each dwelling unit. Max floor area is not defined.
  • “Wet bar” means a bar or serving counter in a dwelling or lodging unit that is equipped with a sink and running water.
Currently the bill requests further input from DPP. The bill requests DPP input on the issues and at this time does not specifically require adequate sewer infrastructure, increase off-street parking, require that new development match existing neighborhood scale, include incentives or provisions to deter illegal partitioning of single-family homes into multifamily units or conversion into TVUs, or impose other requirements on large homes.
